Si no pudiere efectuarse la elección de Presidente de la República para el próximo período en la fecha señalada por la ley, porque a juicio del Gobierno no existieren las condiciones adecuadas para garantizar la libertad y pureza del sufragio, el Gobierno podrá señalar nueva fecha para hacerla, o convocar, dentro del año, a la Asamblea Nacional Constituyente para que ella lo elija, y continuará en ejercicio de su cargo el actual Presidente de la República, hasta la fecha en que tome posesión la persona que lo haya de suceder.
