El Fondo Nacional de Ahorro es una Empresa Industrial y Comercial del Estado de carácter financiero del orden nacional, con personería jurídica, autonomía administrativa y capital independiente. Estará vinculado al Ministerio de Hacienda y Crédito Público y su objeto será el señalado en el presente decreto.
