En guarda del principio del equilibrio presupuestal, el Ministerio de Hacienda y Crédito Público –Dirección General del Presupuesto- no podrá aprobar la apertura de créditos adicionales al presupuesto de los establecimientos Públicos Nacionales sin que se establezca previamente, de manera clara y precisa, el recurso que ha de servir de base para tal fin, y con el cual se debe aumentar el Presupuesto de Ingresos. Los recursos provenientes de contracréditos también deben identificarse previamente.
