Provisión de los empleos. El Director General de la Aeronáutica deberá proveer los empleos que se crean en el presente decreto, de manera gradual, de conformidad con las disponibilidades presupuestales, y hasta la concurrencia de las apropiaciones de cada vigencia fiscal.
