Art. 7.° El reclamante deberá comprobar que las cosas, derechos o acciones á que se refiere su reclamación eran de su propiedad desde antes de del día que fija el articulo 8° de la ley 10. Si los adquirió en época posterior, tiene que probar que aquel de quien los hubo observo neutralidad por lo menos durante la rebelión.
