º Para fiscalizar la inversión de esta suma, habrá en cada colegio o universidad, una junta compuesta por el rector, un catedrático del mismo colegio o universidad designado por el Ministerio de Instrucción y Salubridad Públicas, y de un vecino designado por el respectivo concejo municipal, y estará bajo la inmediata vigilancia de la dirección de instrucción publica correspondiente.
