Artículo primero. Autorizase al Instituto Nacional de Aprovechamiento de Aguas y Fomento Eléctrico a efectuar un nuevo aporte de capital del Estado hasta por la cantidad de dos millones quinientos mil pesos ($ 2.500.000.00) moneda corriente, en la Central Hidroeléctrica de Caldas, Limitada mediante la suscripción y pago de acciones de dicha Central.
