En las obras de desecación que se emprendan en las adyacencias de las lagunas no serán respetadas éstas, de manera que el caudal de sus aguas no sea disminuido en forma inconveniente para la economía nacional y el aprovechamiento de las aguas potables para las ciudades vecinas a los pequeños lagos.
