No se abrirá ningún aeropuerto al servicio para el recibo de aeronaves, en el primer descenso de su itinerario en el territorio de la República, mientras por ley o reglamento no se hayan destinado los respectivos funcionarios de aduana, o se haya establecido una aduana en él.
