° El Consejo Administrativo de los Ferrocarriles Nacionales, creado por la Ley 29 de 1931, estará integrado conforme al artículo 39 de la Ley 60 de 1946, así
a)
Por el Ministro de Obras Públicas, quien será su Presidente;
b)
Por el Administrador General de los Ferrocarriles Nacionales, nombrado por el Gobierno;
c)
Por un experto en transportes, nombrado también por el Gobierno;
d)
