Artículo tercero. Para los efectos a que haya lugar, los actos de los Gobernadores expedidos en ejercicio de las funciones delegadas, se consideran como actos de una autoridad, agentes o funcionarios del orden nacional. Contra tales actos cabe el recurso de reposición ante el mismo Gobernador, para que se aclaren, modifiquen o revoquen. Surtido este recurso, o notificada legalmente la providencia, se entiende agotada la vía gubernativa.
