Cobertura Territorial. El PNSR será de obligatorio cumplimiento en todos los departamentos, distritos y municipios del país con zonas rurales y zonas rurales dispersas. Su implementación se ejecutará de manera progresiva, en los municipios que cuenten con: Programas de Desarrollo con Enfoque Territorial (PDET), Programa Nacional Integral de Sustitución de Cultivos de Uso Ilícito (PNIS), o se encuentren o sean considerados como Zonas más Afectadas por el Conflicto Armado (ZOMAC) y demás municipios priorizados para las regiones de paz, hasta llegar a la totalidad de los municipios que hacen parte de la ruralidad del país.
