Queda facultado el Gobierno para aceptar las cesiones de que tratan los dos artículos anteriores; para realizar las obras por contrato o por administración, según lo estime más conveniente a los intereses del Fisco y a fin de que los edificios queden conformes con los adelantos de la ciencia penal.
