Ley 19 de 1977 · Por la cual se concede al Gobierno Nacional cupo de endeudamiento interno

Dentro de los límites establecidos en el artículo primero, el Gobierno Nacional, a través del Ministerio de Hacienda y Crédito Público, podrá emitir títulos de deuda pública interna, con las condiciones financieras que estime conveniente, previo concepto favorable de la Junta Monetaria y el concepto a que se refiere el numeral dos (2) del artículo quinto (5º.) de esta Ley.

Parágrafo

El Gobierno queda facultado para administrar directamente la emisión y colocación de los títulos y para celebrar los contratos de fideicomiso, garantía, edición y los demás que se requieran para la efectiva colocación de los títulos.
