Art. 1.º Autorízase al Poder Ejecutivo para celebrar arreglos con los acreedores estranjeros, conducentes a convertir la deuda esterior, arreglada por el Convenio de Paris de veinticinco de marzo de mil ochocientos sesenta i uno, en una nueva deuda hasta de siete millones de pesos i con el interes de cinco por ciento anual.
