º. El Presidente podrá designar Consejeros sin funciones ejecutivas que lo asesoren en el estudio y orientación de las diversas ramas del desarrollo cientéfico, tecnológico y cultural del país. También podrá el Presidente designar Consejeros sin funciones ejecutivas en materia de que le corresponde conocer como suprema autoridad administrativa. Estos Consejeros desempeñarán sus funciones ad honorem y serán órganos de comunicación del Presidente con las Academias e instituciones a las cuales la ley les ha conferidos el carácter de organismo consultores del Gobierno en las materias arriba indicadas.
