Autorizar a la Mesa Directiva para crear el Premio Nacional doctor Alfonso Yépez Porto, para distinguir con una condecoración otorgada por el honorable Senado de la República, a aquellas personas o instituciones que anualmente se destaquen con avances tecnológicos que enriquezcan y exalten con logros científicos, la práctica de las especialidades médicas de Oftalmología y Otorrinolaringología en el territorio nacional.
