Artículo tercero. La labor general del funcionario de que trata el presente Decreto será la de coordinar el transporte y movilización de la carga dentro del Puerto de Buenaventura, y de este hacia el interior de la República, dictando las normas especiales del caso, las cuales serán cumplidas por los demás empleados encargados de la Administración de Aduana de Buenaventura, de la Administración del Puerto y del tráfico de los ferrocarriles y carreteras.
