Sistema de ejecución de obras. La construcción y conservación de la infraestructura vial a cargo de la Nación no podrá ser ejecutada en forma directa por el Instituto, requiriéndose para el efecto su ejecución mediante contratación.

Parágrafo

Se exceptúan de lo establecido en este artículo las obras relativas a la prevención de desastres y atención de emergencias en las carreteras nacionales a cargo del Instituto, las cuales podrán ser ejecutadas en forma directa por las autoridades competentes.
