De conformidad con lo establecido por las Leyes 142 y 143 de 1994 la asignación de recursos para atender los subsidios a que se refiere el numeral 3 del artículo 14 de la Ley 223 de 1995, se hará cuando sean insuficientes los demás recursos que para éstos fines establecen las leyes de servicios públicos y eléctrica.
