º Los plazos y períodos de gracia señalados en los artículos 2º y 3º del presente Decreto, se contarán a partir de la fecha de otorgamiento de los préstamos respectivos. Sin embargo, las nuevas condiciones de tasa de interés y de redescuento sólo serán aplicables a partir de la fecha en que se apruebe la refinanciación.
