En el proceso de adjudicación el Gobierno tendrá dentro de los criterios de selección la maximización de la transferencia de tecnología, investigación y desarrollo al país, así como la generación de valor agregado interno en distintas formas como la utilización del talento nacional, el aporte de conocimiento de los adjudicatarios a centros de investigación, la producción y ensamblaje de piezas, entre otras.
