El cobro de los sueldos nacionales de cualquier naturaleza que sean se hará por medio de nóminas, según el Presupuesto de gastos. Los gastos de material ó servicios que no sean sueldos, se comprobarán y cobrarán por medio de facturas ó listas autorizadas por el respectivo empleado superior y con el visto bueno del Ministro á cuyo despacho esté adscrito el servicio.
