° La Presidencia de la República atendiendo las necesidades del servicio y con el objeto de garantizar una adecuada prestación del servicio público, podrá autorizar el ingreso o retiro de personal, previa solicitud del Ministro, Jefe de Departamento, Superintendente, Director o Gerente de Entidad Descentralizada del orden nacional.
