Autorizase al Alcalde de Bogotá, al Gerente de la Empresa de Teléfonos y al Personero Municipal de la ciudad para que adquieran en una o varias cuotas, los elementos necesarios para las nuevas instalaciones automáticas hasta por 25.000 líneas de planta interna y externa, y para que celebren las operaciones de crédito que sean necesarias para tal efecto.
