º . Concurso de esfuerzo municipal . El cuarenta por ciento (40%) de los recursos de que trata el artículo 2º del presente decreto, se distribuirán a través del Concurso de Esfuerzo Municipal, en donde el municipio o departamento aporta un subsidio adicional, que complemente y facilite el acceso a una solución habitacional a las familias de más bajos recursos. Tal distribución se realizará teniendo en cuenta los criterios establecidos en el artículo 74 del Decreto 2620 de 2000 y en aquellas normas que lo modifiquen, sustituyan o adicionen.
