Hecho el estudio de que habla el artículo anterior, el Gobierno procederá a contratar la ejecución de las obras que resulten necesarias para el fin indicado, sea con la misma compañía que haya hecho el estudio, sea con otra compañía europea que ofrezca condiciones más ventajosas que la primeramente expresada, principalmente en cuanto a buena ejecución de los trabajos, y secundariamente, respecto a prontitud en su realización, y en cuanto a precio.
