Artículo decimoquinto. Los muelles marítimos y fluviales privados, debidamente autorizados o que en el futuro autorice la Dirección General Marítima y Portuaria, deberán ser habilitadas por la Dirección General de Aduanas mediante Resolución para las labores de cargué, descargue y manejo de mercancías tanto de importación como de exportación.
