La construcción de la vía se llevara a cabo de acuerdo con los planos ejecutados y aprobados por el ministerio de obras públicas, y los trabajos se adelantaran con la intensidad necesaria para que la obra quede concluida, en lo posible, en un plazo máximo e cuatro años.
