Art. 9.° Cuando se reciba en la Secretaría algun pliego con la nota de urjente, o que careciendo de ella manifieste su conductor que tiene aquel carácter, i el Secretario no se hallare en ese momento en la oficina, le será remitido sin demora al lugar en que se encuentre, por medio del portero de la Secretaría, i en su defecto, de algun escribiente de la misma.
