La Dirección de Asuntos para Comunidades Negras, Afrocolombianas, Raizales y Palenqueras, o la dependencia que haga sus veces del Ministerio del Interior, llevará un Registro Único de los consejos comunitarios de Comunidades Negras y Palenqueras con título colectivo adjudicado por el Incoder y de las organizaciones de raizales de San Andrés, Providencia y Santa Catalina.
