Las Comunidades Organizadas sin ánimo de lucro, que soliciten la concesión del servicio comunitario de radio difusión sonora, deberán tener: - Personería jurídica otorgada por el Ministerio de Gobierno. - Estatutos en donde conste de manera expresa como objetivo social, el desarrollo de la comunicación social como instrumento de desarrollo y participación. - Domicilio en la localidad donde se pretende establecer la estación de servicio comunitario de radiodifusión sonora.
