Art. 2.° De acuerdo con el Gobierno del Estado soberano de Cundinamarca, se construirá la vía férrea que partiendo de las riberas del rio Magdalena, abajo de Honda, i pasando por la ciudad de Bogotá, termine en los límites de Cundinamarca con el Estado de Boyacá.
