Tanto las reclasificaciones como las inscripciones en el escalafón de la Carrera Diplomática y Consular, deberán realizarse por medio de decreto ejecutivo, el cual podrá ser individual o colectivo, en cuyo caso deberá agruparse por grados o categorías a fin de facilitar su trámite.
