Art. 5.° Restablécese el uso de sellos adheridos para franquear telegramas ; en consecuencia, entran nuevamente en vigor las disposiciones que regían en esta materia en el año de 1884. El Ministerio de Fomento fijará la fecha en que principiará á regir esta disposición.
