Art. 4° Los derechos sobre la exportación que se establecen por el presente Decreto, se recaudarán por todo el tiempo que dure turbado el orden público; y cuando éste se haya restablecido, se continuarán recaudando para destinar su producto exclusivamente á la amortización del papel moneda hasta su extinción, siempre que el congreso no disponga otra cosa.
