Modificar el inciso 3° del artículo 196 del Decreto 2685 de 1999, el cual quedará así: “Este procedimiento lo llevarán a cabo las empresas de mensajería especializada al momento de recibir la carga en el área de inspección señalada por la autoridad e informarán los detalles de la carga efectivamente recibida y las inconsistencias frente al manifiesto expreso, diligenciando para ello la planilla de recepción a través de los servicios informáticos electrónicos”.
