Con el fin de preparar los informes del modo más completo posible, cada uno de los Magistrados hará llevar un libro para anotar las disposiciones nuevas que convenga introducir en la Ley y las que deban ser derogadas o reformadas, según el caso.

Igual deber se impone a los Jueces de Circuito, quienes pasarán al respectivo Tribunal las anotaciones y observaciones que hicieren, para que dicha Corporación las tenga en cuenta al discutir los informes.
