Artículo tercero. El IFA queda autorizado para efectuarlas importaciones de fibra de algodón de características especiales que no se producen en el país, y en estos casos el precio de venta por parte del IFA a las fábricas de textiles en ningún caso será inferior al precio interno que se señale al grado Strict Low Middling de 1 1/16 de pulgada de longitud, que se considera como el grado medio nacional.
