Art. 4.º La venta del papel sellado y de las estampillas estará á cargo, en esta capital, del Jefe de la Oficina de apartados de la Administración general de Correos y de los demás empleados que designe el Tesorero general, á los cuales les exigirán por éste las fianzas ó cauciones que estime convenientes. Dichos empleados gozarán de un sueldo eventual hasta del cuatro por ciento, siempre que no exceda de cincuenta pesos mensuales.
