Ninguno de los documentos expresados en el Artículo 13 de esta Ley, será válido o legal, ni podrá ser aceptado o admitido por ningún empleado público o corporación pública, ni podrá ser tenido como prueba, si no está provisto de las estampillas correspondientes, debidamente anuladas de acuerdo con los artículos 15 y 16 de esta Ley.
