Grávense con un impuesto nacional de quince por ciento (15 por 100), Sobre el valor de factura, los artículos alimenticios de primera necesidad que se introduzcan al Archipiélago; y con uno de veinticinco por ciento (25 por 100) los demás artículos que se importen al mismo, excepto los licores y el tabaco, en bruto o manufacturado, que pagaran uno de cincuenta por ciento (50 por 100) sobre el valor de factura.
