Asociación de usuarios . Cuando el Organismo Ejecutor cuente por lo menos con el estudio de prefactibilidad del proyecto y se haya establecido la viabilidad técnica, económica, financiera, ambiental y social del mismo, promoverá la constitución de una asociación de usuarios.
