Los envíos o paquetes dirigidos a personas residentes fuera de la ciudad donde se haga el aforo, se aforarán en su orden de llegada. Por los derechos que resultaren aplicables se formularán las correspondientes cuentas de cobro, que se adherirán cuidadosamente al respectivo envío o paquete; de no poder hacerse así, se anotará en el paquete la existencia de tal cuenta, la que se remitirá bajo cubierta separada al mismo tiempo que el envío o paquete.
