De acuerdo con lo establecido en la Ley 82 de 1913 el Gobierno fundará una Colonia Agrícola junto a la bahía de Utría, elegida ya por el Intendente del Chocó y el Ingeniero nombrado por el Poder Ejecutivo en Decreto 264 de 3 de marzo de 1914.

En proporción a los recursos de que se disponga, el Gobierno procederá a fundar otra u otras Colonias en la región que corta el camino en construcción entre Bolívar y Quibdó, así como otra Colonia en la Provincia de San Juan.
