Artículo noveno . Las licencias que otorga el Instituto Nacional de Higiene "Samper Martínez", de conformidad con lo dispuesto en el Artículo 4º del Decreto - Ley 1839 de 1948, se extenderá en papel sellado, sin costo alguno y podrán ampliarse a nuevas marcas cuando lo solicite el interesado, pero cumpliendo siempre las normas señaladas en el Decreto - Ley 1839 y las del presente Decreto. El Instituto Nacional de Higiene no podrá expedir licencias sin previa visita a las fábricas que se establezcan.
