Art. 1.º Autorízase al Poder Ejecutivo para que en la forma y tiempo que juzgue conveniente y por conducto de los Agentes Diplomáticos y Consulares, proceda á contratar en Europa y en los Estados Unidos de América maestros de carpintería, ebanistería, veterinaria, herrería, agronomía y trabajos manuales que estime necesario desarrollar en el país.
