º Creación del sistema. Créase el Sistema de Apoyo al Desarrollo Institucional de los Municipios, con el propósito de coordinar actividades de las entidades públicas y privadas que les prestan apoyo y de determinar con base en los programas de desarrollo institucional que sean adoptados por las autoridades competentes, acciones y recursos que permitan consolidar la autonomía local, fortalecer la capacidad de gestión del municipio y generar las condiciones necesarias para el desarrollo económico, político y social.
