Sesión de instalación de los miembros del OCAD. La secretaría técnica del OCAD convocará a sus integrantes e invitados permanentes a más tardar el primer día hábil del mes abril de cada año y pondrá en conocimiento de los integrantes el reglamento interno. Para el efecto, solicitará a la Secretaría Técnica de la Comisión Rectora el listado de los representantes por parte de los gobernadores, los alcaldes y los invitados permanentes.
