De conformidad con la autorización conferida por el artículo 4º de la Ley 126 de 1931, se faculta a los Comités Departamentales, dependientes de la Federación Nacional de Cafeteros, para dictar los reglamentos y establecer la vigilancia que sea necesaria en las estufas y trilladoras destinadas al servicio del público, a fin de evitar que por excesivo grado de humedad o por mal beneficio del grano, se perjudique la calidad del café y de los tipos exportables según el Decreto número 1461 de 1932.
